 In all honesty I would say this bike would be a little too big from your description. You may want to take a look at the Rocky Mountain SS 396 which is small in size.

 Your best bet is to have the bike sized with you in person as all people are built differently. (ie.. short legs, long torso or vice-versa)

 The bike is 53 cm, so generally someone 5'7 would be suitable "most" of the time. It's hard to size someone without them standing over/sitting on the bike as all people are not built the same way. ie.. longer legs than torso or vice versa.

 Yes, All the bikes are new. HST is now in effect on sales here in BC. We may ship but the cost of shipping would be added to the price of the bike purchase.
